Retired chairman of the Parliament in extraordinary session on Monday, did not support the 266 members of parliament with the necessary minimum of 226 votes. At the same time the vote was held open (cards) in the session hall, as the country's Constitutional Court in early July, declared unconstitutional the provisions of Regulation Rada on dismissal of its chairman by secret ballot - by filling in ballots.Litwin wrote a letter of resignation in protest against the adoption by the Verkhovna Rada of the law, significantly expanding the scope of the Russian language during the vote by which he was in a meeting with the president. However, at the end of the last session of the deputies refused to consider the resignation of the Speaker, considering his application emotional and rash.Litwin served as Speaker from December 9, 2008. He also led the Rada in 2002 - 2006, respectively.
