Russian President Vladimir Putin signed a law creating a "black list" of sites that promote child porn, drugs and suicide. The Act is published on the website "Russian newspaper". The document comes into full force on November 1, 2012.
In accordance with the law, sites and web page address will not be exposed to in the register of prohibited content automatically. The supervisory authority (the Federal Service for Supervision of Communications, Information Technology and Mass Communication), put it on a non-profit organization of responsibilities for monitoring sites with illegal information.
Following the discovery of such resources, non-profit organization will transmit this information to the Roskomnadzor, which will warn the owner of an Internet resource for finding illegal content. If, during the days he did not respond and do not remove the illegal content, it will make the hosting provider. If they do not fulfill the requirement, the resource goes to the black list.
The Office will monitor and for those not covered if the Internet content, propagandizing war or inciting inter-ethnic strife. Inclusion in the registry of resources, distributing such content is possible only by court order.
The law has caused public criticism. Many experts and the Internet community have expressed concern that adoption of this law could mean the introduction in Russia of Internet censorship.
